One could argue that there is no great horror without comedy (i.e do horror & comedy, rather than one over the other). Horror needs to be arollercoaster ride, a cycle of building up tension and then releasing it, just to go through the process all over again, toying with the audiences expectations.

But that doesn't really answer your question.
I'd follow Robert Ridriguez's 10 minute film school, and make use of what you have when you have no real budget to work with. So, do you have access to a building you could use as a set? Outfits you could use as costumes? Friends to play the parts? Then come up with a story that works with what you have.
If it was me, I'd do something based in my office builing, maybe 'Glengarry Glen Ross' meets 'Battle Royale'

How about a mock-umentary about a wannabe boyband?
